You don't know in advance too much about documents users will read, but user
can see it and decide if the page numbering (by okular) is required or not. Why
not to leave this decision to him/her? 

I opt for consistency in UI -- keep the content view all the time and all
additional elements switchable (by user, not hardcoded). All of them. And
except for one this is already done. No need for introducing exceptions.

Do you see them on horizon or not (I mean, can you tell the name of those
features/options)? If guess not, so it would mean optimizing unknown future.
