[Nepomuk] GSoC proposal final draft

Hi ml,

I have updated my proposal and (hopefully) it is the final draft. It would
be nice if someone can have a look at it and point out if there are any
major flaws.
Thank you for the comment on the proposal, Trueg :).

I have not changed it too much:

   - Added stuff about searching and browsing.
   - Refined the time line.
   - I thought about adding some mock-ups but they are too trivial. So
   dismissed the idea.
