[Nepomuk] Strigi and powersave

There is no option in the gui and we cannot add one for 4.4. But I can
add an option in the code already which can then be used via the config
file directly.
As for the suspending: I thought that had been solved. :(
Any chance you could track the problem via some strategically placed
kdebugs?
