The code which might control this is in 
KDE/kdebase/runtime/nepomuk/services/strigi/strigiservice.*

Sebastian and I are currently working on some optimizations to suspend the 
indexing on user interaction and to delay it after startup. Respecting the 
battery state too should be straight forward, maybe Sebastian can share his 
point of view...
