kwin fails to run.

when trying to launch it from a konsole window the error meesage is:
kwin: symbol lookup error: /usr/lib/x86_64-linux-gnu/libkwin.so.5: undefined
symbol: _ZN8KWayland6Server16SurfaceInterface21subSurfaceTreeChangedEv

the library comes from:
dpkg -S /usr/lib/x86_64-linux-gnu/libkwin.so.5
kwin-common:amd64: /usr/lib/x86_64-linux-gnu/libkwin.so.5

the installed kwin packages are:

Steps to Reproduce:
1. apt update && apt full-upgrade
2. reboot  # for good measure
3. login through sddm to plasma

Actual Results:  
kwin is not running

Expected Results:  
kwin should be running
