online SDK installer - ways to prevent download?

The config.xml gets baked into the installer executable, so it's not
difficult to prepare a few different ones that point to different
places. I think a command line option to the installer override this
url would be even better though as it does take a few minutes to
rebuild the installer when you want to change packages repo.
