online SDK installer - ways to prevent download?

Hm, but this only affects a fresh build of the SDK, right? If so we
could at least
put the Linux,Windows, Mac version of those specially modified SDKs on a
USB stick. I'll bring another 4 2 GiB sticks, so we can copy the
contents and more easily spread it between participants.

Indeed. That would be the 2nd best option. I have a webserver running on
this laptop already,
so that would be easily set up.
