I rather think it's related to the following commit, where the tile
selection logic was modified to take the number of base tiles into
account:

Meanwhile, the code has moved to TextureLayer::paintGlobe().

I currently can't imagine a way to tweak a dgml file. However, it should
be possible to tweak the tile level selection logic to choose a higher
tile level.
