Hm, I don't see an easy way to fix this: The panels menu currently is created
in KdeMainWindow because it needs a QMainWindow to create the dock widgets. In
the embedded part situation I didn't find a way to access it (and it would be a
hack). Maybe we should go for a different solution that brings a reduced set of
configuration widgets for this situation.
