How do I use Debugger with Kate on Windows?

The debugging landscape on Windows is quite different, but should be doable due 
to the DAP support added some time ago. What we need is somebody on Windows 
that has enough need for it to port the plugin to Windows and make sure it 
works.
If I recall correctly, there where some local-sockets that prevented the 
windows build, but I'm not sure they are needed with DAP. So should not be 
impossible to port. 

Most of the Kate developers use Linux and only occasionally use Windows, so 
patches would be very welcome.
