Kate PowerShell highlighting

Hello Motoki and Michael,

Kate's powershell.xml file contains two keyword lists "operators" and
"attributes" that are unused. Is it safe to delete these two lists, or
is there a better fix?

Besides that, would you agree to relicense the file to MIT license?
