[Kwintv] [PATCH] Suspend VBI plugin when teletext is not visible

Hi,

  It seems that my slowdown/freeze problem were caused by the flood of 
events sent from the vbi plugin. In order to avoid it, I've patched the 
VBI plugin interface, the plugin itself and the telex plugin so when 
the teletext is not visible, the sending of VBI events and data is 
suspended.
 As a nice sideeffect CPU usage goes down with 1-3%.

PS: I hope the patch will apply cleanly, as I had to remove some things 
from there as I have the per channel picture settings feature locally. 
The patch contains some other fixes/comments as well.
