It grabs as fast as it can, but the framerate is limited by the TV card driver 
since kdetv always grabs a full picture. In Germany (PAL) that is 25fps. 
There is no code in kdetv to measure the frame rate. If you really want to 
know it, you can put code into the V4L grabber thread in 
plugins/video/v4l/kdetv_v4l.cpp that measures fps.
