[Kwintv] configure error

I have installed every kde rpm I can find, and still no luck. I 
continue to get the message theat kconfig_compiler not found. I have 
the KDEDIR set correctly, because it finds other kde stuff. QT is also 
set correctly.

I didn't have problems installing from cvs an month ago, although I 
have reinstalled the system, I am not sure what else is wrong.
