I don't think so. Except for you and VERY few others, it would be a "toy" or 
"eye-candy" plugin without any real use, so IMHO the chances for it are quite 
bad. Additionally, there is currently no imagefilter plugin in QtVision, the 
infrastructure for this must be developed at first.
