Normaly, each region has it's own frequencys with a constant minimum distance 
between 2 possible frequencys. So if you find a signal you could jump to the 
next possible frequency. The distance between these frequencys should be 
associated with a region.   If you are so lucky an live near a border of 
another region you must be able to configure more than 1 region. My proposal 
is up to 5. Then you are able to calculate all possible frequencys.  It's 
simple or not?
