Very probably your tuner is not set properly. Eg. I have the next line in 
/etc/modules.conf to set tuner:
options bttv radio=1 tuner=1

The number after tuner is the type of tuner as can be found in 
video4linux/bttv/CARDLIST in the kernel documentation.
