[Kwintv] users problems

Hi pavel, you need to ensure that they have read/write permission to 
/dev/video. You can get this done at login by editing 
/etc/security/console.perms and adding

<video4linux>=/dev/video*
<console>  0600 <video4linux>                   0600    root
