I think it is a very good idea to change the KStars version number with 
every release of KDE. 1.1 seams OK

It could be something like this:
KDE -> KStars
3.4.0 -> 1.1.0
3.4.1 -> 1.1.1
3.4.2 -> 1.1.2
...
4.0.0 -> 2.0.0
...

This way when someone reports a bug it is easier to know with which KDE 
KStars came with and what code exactly is in use.
