Yes and No. It is easiest if you just upgrade to KDE 3.2, but if I still want 
to use KStars+INDI in KDE 3.1.x then you need to modify some ui files after 
downloading a CVS copy.

I _think_ you need to install kdelibs-devel as it contains that.
