Scratch that, this was simply because the GSL DLLs were missing from
the zip (they are not needed for application startup so I didn't
notice). All the filters and plugins show up now. The updated zip is
Kst-2.0.x-2021.03.14-09.31.1-win64.zip

The only remaining issue is that the build process
(cmake/helpers/wrappers) doesn't extract all the needed DLLs to e.g.
include in the install file. I can workaround this by patching the
intermediate cmake files, but it must be fixed for automated builds.
