Ahhh... How about this: we make a view item which is a graphical version of 
the change range dialog.  It is unrelated to any plot, but if the plots are 
set to auto-ranging, then it will act like you want I think.

If this makes sense, we need to come up with a graphical design which makes 
sense.  

If this seems like an OK approach, can you create a wishlist bug for this?
