[Kst] Plotting time values

We can't currently handle time values like hh.mm.ss.mmm, though it is high
on our list of things we want to support!
It would need to be added to our ascii data source.  See KDE bug 243684 for
our discussion of this to date...

We can handle fractional C-time, however.
