Exactly. In the file we have usedot="true" or usedot="false".
This is always right, it corresponds to the actual contents of the file.
Usedot="true" means the figures are like "123.4567". If we now have
usedot=false, then we know for sure that figures are like 123,4567.
I'd keep it like that in the .kst, and only make sure that regardless of
the locale, the GUI is 100% clear and the .kst is correctly interpreted.
