[Kst] GSL + kst license clash

Sky falling, not yet.  But Stallman does like waving his iron fist
around, and nasty forks may happen.  In the case of gsl, which is
developed at a snails pace, a fork isn't necessary; we could just
require (via configure macros) gsl with a version number less than
1.10.  An ugly hack, perhaps, but sufficient (and legal) for kst for the
next little while (where little while could be years).
