[Kst] build error in Kst

Looking at it again the current build of Kst requires KDE3.4 (not 3.3 as
I stated earlier).

Every other piece of software I know about that has such a requirement
simply lists it on the download webpage.  In fact, kst currently does
the same; see http://kst.kde.org/download.html

I suggest we (I) change that page to indicate that future versions
(>=1.4.0) will require KDE3.3 (and QT 3.3?).  When 1.4.0 is actually
released, I will change the page again, and indicate if you only have
KDE3.1, you can get kst 1.3.x.
