I was not aware of this proposal and from what I can tell, no it is not the 
same thing.  The idea here is to replace the C style plugins that Kst 
currently uses with a more traditional KDE plugin infrastructure.  This will 
allow plugins to take advantage of the API as well as to present their own 
dialogs.
