So... is the decision to put it into the TLV (once [2] is resolved) pending a 
detailed spec for the manager class from George?  

This bug can't be closed until the java bindings are in place, and those can't 
be done until the code is in its final resting place, so I'm not sure that it 
needs a new bug, but I don't mind either way.  Andrew's call.
