[Kst] "Delay" plugin

I have written a very simple "delay" plugin that a user requested.
Should I add it to the svn repository ? It takes a vector and an int as
input, and produces an output vector of same legnth with "NaN"s at the
beginning, followed by an offset copy of the input vector. The end is
truncated.
Nothing exceptional, but you can't do it with equations nor existing
plugins, and many users would not want to learn how to write a plugin to
achieve that...
