Such a thing is good and it should.

It should be refer to 0.98.
It should make it clear that cfitsio and gsl are optional, and what including 
them gets you.
It should mention that gsl may be part of your linux distribution (eg, it is 
with mdk; you need to instal gls and gsl-devel.)
