Unfortunately this is not true. KDE requires only a free license on the
apps (GPL, BSD, artistic...) and LGPL on kdelibs parts.

I'm one of those fighting for adding the Qt exception to all KDE software.
The reason for it is to allow people to link KDE to commercial Qt - this
being both on Linux and Mac so people with commercial licenses are not
required to install the GPL Qt, and on Windows where there is only the
commercial Qt.
The Qt exception is required if you want to link to the commercial
version.
