Still, some of the kronolith code for parsing ical might be of use (as a
roadmap) since php tends to be similar to perl.

The stable version doesn't, but the CVS version of the horde framework
does - it has an iCalendar data type that can be used to parse ical
info, and produce ical info. The file's in
cvs://horde.org/horde/lib/Data/icalendar.php (this is an illustrative
url).
