Yes, this behaviour is documented.

Yes, this is due to several reasons including that the contents of menus 
changes depending on user/maintainer/admin.

This is a flaw beeing worked on in Kolab > 1.0

Yes, in the future an anonymous ldap lookup will not present the maintainers 
and the admins anymore.
