I just found the reason for that problem: the directories a - z in
/kolab/var/spool/imap/sieve are not being automatically created during
isntallation. I suppose this is a Cyrus-related problem. You will get
this syslog message:

Jan 17 14:10:56 debian timsieved[1332]: mkdir
/kolab/var/spool/imap/sieve/h/hh: No such file or directory
Jan 17 14:10:56 debian timsieved[1332]: error in actions_setuser()

After you have created the directories everything works as expected.
