make -f Makefile.cvs is not supposed to make a Makefile, it's making the=20
configure script. Please don't ever use that on published packages.

configure is making the Makefile. But if you already ran make -f=20
Makefile.cvs, please delete your directory and unpack it again. If no=20
Makefile comes out of the configure script, send the error message from=20
that.
