That would be: /kolab/etc/kolab/httpd.conf.template right?
(just for documentation for others how to do it:
i found the <Directory "/kolab/var/kolab/www/freebusy"> section
and changed the <limit ...> to only restrict PUT, since thats the
only one i think can change files. Also i expanded the </Limit>
to include all the authentication, and added a Allow from all
below that so everyone can GET the freebusy files.
