Yes, it's done automatically. The settings for this is in KMails menu: 
Settings->Configure KOrganizer, under Group Automation. There you can 
specify where you up and download the FB lists.

You upload your own FB list by menu item "Schedule->Publish..". This is 
not done automatically (we are probably going to do that later though).
