[Kroupware] Help making kolab configure recognize QT installation

I have a new dependency issue.  the config script doesnt seem able to
find my qt headers/libs nor can it seem to find my libjpeg installtion,
here is the output:

checking for libjpeg6b... no
checking for libjpeg... no
configure: WARNING: libjpeg not found. disable JPEG support.
checking for Qt... configure: error: Qt (>= Qt 3.1.0) (headers and
libraries) not found. Please check your installation!
For more details about this problem, look at the end of config.log.

The end of config.log just says: configure: exit 1, so its of no help. 
I checked my system for qt-devel which is definitely installed, and
tried to install libjpeg only to find its already installed:

[root at bill kdenetwork-kroupware-RC2]# rpm -q qt-devel
qt-devel-3.1.1-6

[root at bill kdenetwork-kroupware-RC2]# rpm -U ../libjpeg-6b-21.i386.rpm
        package libjpeg-6b-21 is already installed

Are these actually the correct packages for an RH8 installation?
