[kplato] I'm using kplato 0.6.2, but it doesn't schedule tasks

Yeahh, kplato is still 0.x revision so it's not "feature complete"

In the gantt chart you press LMB over one task and drag the pointer tothe 
other task. When have defined a link (select View->TaskLinks to see them) you 
can double click the link to edit it.

You can certainly use taskjuggler, it's more mature than kplato.
