[KPhotoAlbum] RFC: New design for Date/Time part of annotation dialog, autorange for datebar

I don't think there was much of a KPA manual when I started using it a
few years ago (and now I'm too lazy to read a whole manual).  Maybe I'll
have to! That feature sounds just about identical to what I wanted! I'll
have to try it shortly. Maybe right clicking on the date bar could pop
up a note about its functionality - or maybe a tool tip would do it.
