[KPhotoAlbum] Only English locale for 4.3

Hello,

I just had the effect, that KP 4.3 (compiled and installed from official
tarball) only showed English locale.
It started in English - although my system is configured for German.
Also "Help/Switch Application Language" only showed English.

I finally found that
/usr/local/share/locale had wrong permissions:

drwx------ 50 root root 4096 28. Sep 21:37 locale

Doing 'chmod -R a+rX /usr/local/share' solved the problem.

Currently /usr/local/share/locale only contains KPA files.
So my impression is, that the directories were created by KPA itself -
but with wrong permission....
