Are you sure there was only the two images selected (and not e.g. other
images selected earlier but scrolled out of the view). The stacking has been
working for me when I have used it (I don't use it regularly).

You have to "open" the stack by clicking on the lower left corner on the
stacking "icon". When all images on the stack are shown you can select the
one you want to be on top.

Well, even that is no real documentation and a bit dated but best I could
find :(
