How do you think that git could be a solution for that? I don't think 
switching the version control leads to a thriving developer community 
per se.

Besides that, in git there is no use in having the whole svn tree in one 
big repository, you need separate repos for each project, that keeps git 
lean and fast. (It _could_ deal with the whole tree, but why bother? The 
project is usually the level on which you want to branch, so make the 
project an first class citizen...)

BTW: what do you KPA guys and gals think about an git mirror of KPA at 
github?
