Ah, sounds like your KDE configuration (especially the "file 
association" stuff) needs fixing. Ty looking at the KDE Control Center 
(kcontrol), "KDE Components -> File Association", make sure the 
"image/x-raw" MIME type has .pef listed as an extension and that all 
applications you'd like to use (like GIMP) are listed as available.

Try moving your mouse over it, the full file name is shown in the status 
bar at the bottom of the window.
