[KPhotoAlbum] Patches follow-up

Should KPA have (or has it already) an issue-tracker?  Many of them
are able to integrate seamlessly with SVN.  Me thinks that
non-integrated patches belong to open issues with status "patch".  The
process would start from somebody filing an issue (be it a bug or
feature request), continue with people working on a patch and issue
status bouncing between "patch needs work", "patch needs review" and
"patch ready to be integrated".  Issue would be closed after patch has
been integrated.
