Actually to add information to the images the recommended approach is to
use IPTC. Other cataloging applications (Picasa, Photoshop Elements 4,
IMatch, ...) put their categorization into IPTC keywords. When uploading
to Flickr IPTC keywords are converted into tags, so no more repeating
the categorization process when you go online (btw I have a script that
uploads to Flickr with tags taken from Kimdaba category information, if
someone is interested drop me a note).
There are some good IPTC libraries out there, you should give it a try
(as far as I know, some EXIF libraries support IPTC too)
