I was building from CVS.  The problem has gone away not, but I'm not sure 
which of the two things I did fixed it -- I deleted everything and checked 
it all out fresh, and I also removed automake1.4, making 1.8 the default 
on my system.

In any case, it all builds cleanly now.  But still no tooltips or menu 
entry to turn them on :-/
