Perhaps.  How many contacts do you have in your contact list on that jabber
server, however?  Other folks in this bug chain have also, like me, mentioned
that they have many dozen, or even hundreds, of contacts, so I suspect that may
be related.
If you're being notified of many dozens or hundreds of contacts being available
as well, then your conclusion is likely the correct one.
