IIRC, the tray flashing and the bubble worked only for queued messages.
Thus, an option was needed to queue unread messages, too.

HOWEVER, I think I am still misunderstanding the meaning of the Message Queue,
since turning off the option "Queue unread messages" doesn't at all limit the
notifications to a single incoming message per contact. With and without that
option checkmarked, it seems to me that the behaviour is the same.
The bug report was to clarify the meaning of these options better, but perhaps
the options themselves could be improved to just have the first incoming
message pop up?
