I am a halfop in the channel (+h), but the target being banned is not.

Reproducible: Sometimes

Steps to Reproduce:
(I Only tried this on UnrealIRCd):

Ban a user/hostmask, then using the channel settings dialog, remove the ban
with the "-" button.

Expected Results:  
Should not be trying to set +h or -h anywhere.
